Skull Atoll
Skull Atoll is a scrubby set of tropical islands that have developed on top of a set of coral reefs. No one lives there, but little is known about the atoll, because it's smack in the midst of Pirate territory.
The Scam
Pirates have been running a scam involving false rumors of buried treasure for a number of years. They do this to lure folks in to sell as slaves.
