The Quantum Fluctuations Limitation needs some explaining. This is priced the same as Bombardment and causes the modified Advantages to switch on and off independently and uncontrollable for each and every observer. This does not normally affect inanimate objects that aren't actively involved in someone's actions in any way, because from their point of view, the Advantages don't work.

We'll use this spell as an example, to explain the mechanics of the Limitation.

When each observer senses an affected object, roll vs. 10. If you roll under, the advantage works from that observer's perspective, so they could pass through the object. If you roll over, the advantage has no effect. If the observer stops sensing it and then senses it once more (for example: they blinked their eyes), roll again.

This has some interesting side effects; you can't attack through such an object unless the attacker and defender agree that the attack could pass through. If such is attempted, the attack will fail, but the explanation as to why may be different for the each observer.

One situation needs some additional detail: casting this on an object supporting another will not affect the second object, because it isn't a direct part of any observer's actions. If someone interacts with the supported object, however, the situation may change. Passively touching such an object doesn't change anything, but picking it up or moving it does.
