This uses the Innate Attack (Beam) skill for the attack roll.
This encases the target in a large hour glass with all the sand in the top half. After 60 seconds (the time it takes to fill the bottom), the sand will have covered them enough to begin suffocating them. This assumes the target is actively fighting to stay above the sand. Any second not spent fighting the sand shaves two seconds off the time left instead of one.
The hour glass is permanent, but is made of worthless or terribly common materials (coarse beach sand, poor-quality glass, unstained/unpainted low-quality wood, etc). It is two Size Modifiers larger than it's target. Giant hour glasses may have a small niche market of willing buyers, but they will almost certainly not want it with a corpse inside. Even making a small one with a bug inside will likely drive away customers. These hour glasses are completely sealed and cannot be opened without damaging them.
The foot component listed above is optional. It is possible to smash the material component (an hourglass) in one hand while gesturing with the other, but this generally requires a very fragile one, gloves and an extra second. Most spell casters instead just drop it on the ground and crush it under their heel as they gesture. This is not always possible.
